MoP Phase 2 Fast Track (Rank 2) XP Buff – Does It Affect All Levels or Just 85–90?

Edit: For anyone wondering, on Beta it looks like it only affects levels 85–90.
Hi everyone,

I’ve been hearing that in MoP Phase 2, the Fast Track guild perk XP boost is increasing from 10% to 65%. My question is: does this apply to all levels, or only to 85–90?

I’m trying to figure out if it’s worth leveling an alt with this perk or if it’s mainly aimed at endgame characters. Has anyone tested or seen confirmation about which levels actually get the full benefit?
