Just putting this out there.
Friend and I are playing together and our cloaks are pretty much identical. Yet he has 42% xp gain and I have 28. I am ahead on campaign and side quests too. So err… o.O
About 10 minutes ago he was at 39% and I was at 28% so he is going up but im not moving.
What am I missing ?

Rng is rng. At 41 i have like 45 percent exp more
You have gear upgraders to catch up on that.
Just find pieces with your bis secondaries and keep upgrading them 
If you pass certain treshholr upgrades are really cheap
You may have noticed that these are automatically looted / consumed items, Thread of Something. (It is explained at the start although admittedly sounds like gibberish.)
Getting less XP means that you’re getting more items per level so you have proportionally better gear. And, eventually, more threads. Not sure whether it has any purpose at 70.
There are many layers of RNG - do you get any loot, do you get this inside loot (not all quest chests have it either). Also when some enemy is killed by the pet without you touching it, there is a chance you get no loot. (Certainly in Classic-Cata, not sure about retail. Quite possibly an anti-AFK farm mechanism.)
You misunderstand. Timerunner’s Advantage is behind on every single stat other than the cloak being of a higher ilvl. No upgrade mechanic would counter that while levelling.
I like to think that there’s a soft cap at the far end of the cloak upgrades, which will stop you from receiving any temporal threads for a specific attribute and will shift to give you temporal threads for other attributes until you reach the max cloak attributes for everything.
I say this, because RNG upgrades to attributes is something that should be regulated, and not just “There you go. Go unlimited”
Would be fun if it’s unlimited though. So much power…
Dont think it vreally matters with how much the stat gains stack after each 10 levels .
That’s most important is to get asap to max level to maximize those gains
