I was having an issue where this extra ability bar wouldn’t go away after added the abilities to my action bar. I mostly solved the problem by enabling additional action bars in the standard WoW settings menu. What it hasn’t solved, it still won’t go away because I haven’t added a passive ability to my action bars and surely no-one added passive abilities to their action bars?
