Depends on faction. Druid is a very strong contender, but the best healer is probably Paladin.
Priest is extremely strong and even oppressive towards other healers with shield and it will become even stronger with T2 since now you get AOE instant massive heal that has a high chance to leave a shield and also a HoT (CoH) .
But priest is braindead to play. One thing I absolutely despise about priests - if you’re in a raid with another priest, no one wants to admit it, but you start preshielding sooner and sooner cause the Weakened Soul cuts out your shields too and affect how much healing you’re doing. It’s the most unfun healer I played overall
Second in strength and demand, paladin, is far more fun, has a shockadin playstyle opening in phase 5, it amazing for dual healing, tank healing and it’s not as strong when our cloak rune had no CD, but it’s pretty strong. Infinite mana and the need to do complex healing in raids (presuming 3 healer setup) with simple tools is great
Druid, my main, has the best playstyle since you can be proactive healer, but not just a shield spammer. Amazing AoE heal sustain and a crucial thing that will get you raid spot. Decurse! Why mages can’t decurse and just tunnel vision into zug, I’ll never know, but yeah. This has a drawback that most of the fights you’ll spend a lot of time decursing, but when that’s not a mechanic, the abundance of HoTs makes you great for a lot of things
Shaman, something I played only a little on level 60, is great fun and in demand from what I’ve seen but I can’t say I enjoy it as much as druid/paladin.
Resto shaman is in a great spot right now. If we’re ranking throughput you will probably be above priests and if you’re good around the same as druids.
However, you have only one 3 minute cd panic button With natures swiftness, riptide crust around 1.5 k at 650+ healing so it’s not the greatest.
It’s steady endless mana healing which does well in old content.
I’d also add that you’re by far the best mana battery in the game since shamanistic rage scales with intellect and you’ll have more than even elemental shaman if you play your class right.
Druid and priest are both great and more versatile I’d say.

I very much disagree with your take:
I played Holy Paladin since p1, and Disc Priest also since p1, into 26/25/0 Hybrid in p4. And my perspective is actually quite the opposite one.
Priest has a variety of different spells that are used to actually be effective at healing. Through Prayer of Mending + rank 1 Renew shuffle, PW:Shielding preemptively, choosing between different ranks of renew to use on differently damaged players, and Circle of Healing, you have to decide between a big number of different options, to get to a point where your healing becomes optimal.
On the other hand, for 3 whole phases, Holy Paladin was almost exclusively using only 2 spells, and even now in p4/p5 you don’t really use many more. Worse, all spells are identical in essence (single target, direct heal spells), making the process of decision much simpler and thus, more “braindead”, as you call it.
If you ask me if Paladin is strong, then the answer is yes. Paladins get 100% critical chance on Flash of Light everytime Sacred Shield procs. Also, with how gear is scaled, Paladins already have, by default, a huge critical strike chance, making them have immense sustain, as well as output.
But when it comes to gameplay, I honestly think they’re the dullest of all classes.
