Everything I read about that made me think that the window containing the items will be movable. Sadly that is not the case 
When Blizzard said the bags will be in edit mode they meant exactly that. The bags under the action bars can be moved “yay” I guess 
baby steps 
I hope next in their list of things to do is a combined bank and movable bag WINDOWS
