Moving debuffs/buffs on target and self?

Is there any way to make target frame and player frame have buffs and debuffs show above the frame rather than below it? In the DEFAULT UI.

Not asking about addons.

I can’t find any setting for it, so please help me find out if I am blind or sane.

Right click > move frame > buffs on top
