The direction the house is facing can be wrong depending on the plot so you might need to rotate your house.

You can even move to a different neighborhood by the way, but I understand you just want to change plot.
The only thing you cant do is move faction neighbourhood. So Horde can only move to other Horde neighbourhoods for example.
