Hey.
I was one of those that kept trying to get all runes as a low level, So i walked to hilsbrad as a level 1 to get lava burst, I later at level 28 got help in feralas for static shock or walked to wetlands on a night elf druid.
Lots of people have helped me aquire certain, But getting them all instantly will certainly save a lot of time.

so couple of questions because i couldnt find the vendor yesterday. where is he and how much do the runes cost? made a human paladin
Thats not strange at all that you could not find him as he was put into the game today…
Ironforge, stormwind, orgrimmar and undercity has vendors
1c each rune

I thought so too! But then i googled…
In Ironforge near the dual spec guy.
In stormwind in dwarven district
I havent checked the other starting zones, but there is one in orc/troll starting zone atleast. I find it weird if there isnt in other starting zones though.
There is one in each of them.
You see them as you spawn in on any race.
There is also in every mayor city.
