As a returning player coming back after 6 years I used a boost to skip leveling my old main. My boosted character cannot start the war within main quest chain - did not recieve currency and reputation, and cannot fly in Donogal, which is weird and annoying. We tried manually picking up the quest from the starting locations or silithus, syncing with an appropiate leveld friendly character but no joy! I cannot skip - we checked!
