Must there really be a Lich king?

Again nothing that the numerous adventurers can’t handle.

There are simply to many people around who can squash small Scourge outposts.

The Scourge power are its numbers and the intelligence and ability to lead them.

Without the intelligence and ability to lead them you have at best manageble bands of undead lead by a necromancer/Lich/death knight doing some damage but not able to overthrow the Horde or the Alliance.

Why would Necromancer B take orders or even work together with death knight C leading his own band of undead two towns away without the lich king dominating their will ?

Without the Lich King the scourge would not be harmless but it would not be a world ending threat.

At the curent state of the world?
At the moment even a ship full of infected grain delivered to the Golden City or Boralus could criple the said nation just enough so the other side could squeeze the life out the Kul trians/zandalari…

Now the Lich King is not that dormant, the whole DK compagain was centered around the fact, he is stirring, gathering his forces and basically re-enlisted the Ebon Blade, and now comes the fun part: not with dominating
Dominating a large army, controlling it with your will and fun and all, but way better to use your Necromancer B and Death Knight C
But the improtant is, its not needed
The Scourge actually don’t need a Lich King to be dangerous or world ending threat. The numbers are given, every dead body in the grave is a potential soldier
What you need is something or soemone to raise them and aim it
And this is when the other part come

Every necromancer, every Nerubian, every Frost Wyrm, every rogue DK, anyone with the power to drag a body out from the grave is a potential threat!
Galakrond wasn’t the/a Lich King just a proto dragon with necromatic powers, but he and his udnead proto-dragon army was big enough threat the Keepers elevated a band of proto-drakes to Aspect status.
Now the Scoruge is like the Legion
Sargeras is gone, like Archimond and Kil’jaden, and what left?
Oh, just god know how many Man’ari Eredar, Annihilan and Nathrezim with their own little demon servants…
The Scourge is similar, without the Lich King, the giant monster that is the Scourge with a central head would become a Hydra, like the Legion
The Lich King at the moment not jailor of the Scourge because he is keeping the undead horde check in Northrend… he is the jalilor because he is keeping them under HIS will, preventing the countles necromancers, rising star DKs and similar undead warlords to claim a portion of them and make the udead horde a real threat when the world in this shape (or was, in the events of Legion)
