Havent played TBC so cant really rate, but doing legacy content would put at around B. Also anyone putting WoD higher than last place are either: Raid loggers, or havent played the expac fully, it did have huge potential, but it was all wasted (rip shattrath raid, ogre island, farahlon).
But tier lists apparently originated in Japan, and mirrored their school grading system, which had S at the top, to give teachers more leeway to differentiate between very good and exceptional students. A required them to get somewhere between 90% and 95%, while S signified perfection.
Why is it a troll? The raids where great, the PvP was great except for ashran, easy gearing and alt friendly. The “only” problems with WOD was garrison and ashran. And the lack of content, but the content was really good
As i haven’t played vanilla, wotlk, cata, mop and wod I won’t list them.
S tier: Shadowlands (If boreghast wasn’t included), Legion, Classic
B tier: TBC

D tier: BFA, SL with choregast(hands down the worst addition to the game and literally ruined the entire expansion for me so far, hope it gets addressed.)
S tier: TBC, early WOTLK
A tier: late WOTLK, Vanilla
B tier: Classic (could have been A if Blizzard had implemented things better), WOD (the content that was there was good, just a shame they stopped adding to it), Legion (might actually say Legion was a B+ for me, enjoyable, but not spectacular, mage tower was a nice concept though)
C tier: SL (started out as A or B, but got old fast for me, would still place it a tier above BFA though), Cata
D tier: BFA
I’ll skip MOP as I didn’t play that much of it, but class design was definitely way better than it is right now.

S tier: WotlK, Legion - Best atmosphere, had me at my most active, fantastic in most aspects (even if the artifact power really sucked). A tier: Shadowlands, MoP, TBC - Had lots of fun, very solid, would recommend. B tier: Cata - Good in the beginning in terms of increased difficulty, revamped world was exciting when it happened, actually cared for faction war back then. C tier: WoD - Okay in terms of raids, but pretty boring when it comes to almost everything else. UGH tier: BFA - Would’ve quit a hundred times if not for my amazing guild keeping me on life support, worst expansion so far, made me genuinely dislike the Horde (which has been my main faction since I started playing in TBC).
I tend to have different favourites for different aspects, but this is my overall list I guess.
S tier: WotLK | Quality in storytelling and gameplay
A tier: Legion | Class fantasy and lore exploration
B Tier: MoP & Cata | Stunning visuals and PvP

F Tier: Vanilla, TBC, WoD, BfA | Too grindy and boring
