In the past few weeks I had a couple of keys, 7 and 8 iirc and during BfA the key would drop one level after the reset but these two keys in SL didn’t.
Now my question is, I have a 11 key this week but I hate the dungeon, will it drop to 10 with the reset or I’ll get a 11 for another dungeon?
You should just get a new key 1 level lower than you highest key done during the week.
Not really. If your start of the week key level -1 is higher than what you’ve run, that’s what you’ll get AFAIK.
So the result today, downgraded 2 levels sigh
You can do another key (say a 12 you like) and get an 11 next week, it doesn’t have to be your key.

No, if you complete someone elses 15 you’d get a 14 key next week. Who “owns” the key has nothing to do with anything.
That I didn’t know, I tried to pug my PF9 and invited the wrong people who threw the whole thing and left anyway so gonna ignore it for this week.
