So it seems people keep creating topics for the sake of argument and dont let go, could council have a look and maybe blizz delete those topics - because some of them going out of hand …seriously people go on discord and argue there …
Are you talking about the Community Council?
Only Blizzard staff can moderate the forums. If you are on the community council discord and there are issues you are best off to contact one of the blues running that discord.

i mean there is some topics - and i think at least maybe if council flag them for blizz it could be closed or solved quicker - some topics : Mage Tower - turned it to right argument spam topic another one is the Delete DH class or something like that … its so different when someone state their opinion but to troll also - i want to read more about speculations or what people think of new expansion for now,
or about class changes that really need but not argument for the sake of it
No you have to be selected after applying to become part of the Community Council and only they can post on that forum which is US based. The official discord should also be managed by Blizzard.
CC members have a specific posting colour
However council members have no ability to moderate. That would be staff only. These can be identified by their blue text.

Forum is not moderated on weekends, this is probably what your experiencing. Mods start working on monday. They wont do anything on saturday or sunday. Related this when you see people saying “weekend thread” they are refering to this phenomenom.
Council members have no special powers. They are the only ones who can post on the CC forum. There are no special privileges.
It is based on the US forums. Everyone can read the CC forum.
You can flag posts yourself if you think they are breaking the code of conduct of the forum 
but like alythena said, there isnt really any moderating on weekends. If you think people are trolling or just after an argument, its easier to just ignore them and dont engage. Flag if it breaks CoC. No need to feed the attention seeking trolls

I get not wanting troll posts but apart from them every post will be a a post that sparks discussion between two opposing sites.
Look at the mage tower post. It is basically impossible to talk about such a topic without people getting heated wich sparks a back and forth and as soon as the first too snide remark is made people will start making fun of each other
its not that sometimes those post take the top because it feel like they i have to wait 24h before something i can flag because really the language also
