World pvp is 95% 1 vs 1. Sure very very rarely you have those group fights at 55+, but I have been playing this game since 2005 and maybe maximum 5 times I have seen those epic group fights.
You cant outlaw ganking so most people do just that. They know there are no repercussions being a bad person, they just do it.
That’s how it is in real life, people behave well because there is punishment. That is why most people are sinners in Christianity, because most sins are not part of public law.
