I’d definitely be interested in some Shattrath tavern nights if you’re up for hosting! I’d even be willing to offer some help if you wish to get it going!
Shattrath is definitely one of my favourite cities, and I’ve got a soft spot for rping in the city, especially as someone who used to rp Blood Elves a lot.
It means that you can do it -too-! If you, or anyone else on that matter, happens to start a Shattrath RP project, I am eager to participate. I have at least one and a half characters ready specifically for Outland roleplay.
I’d be very willing to run a few scavenger events once in a while to make people come to Shattrath/Outland as well. With it slowly crumbling there are a lot of reasons to grab anything that’s valuable…
We’d be happy to go into business with you in working the tavern if you want help with that! All reports that BOOMTEC supported resorts and entertainment venues sometimes descend into chaos are wildly exaggerated.
I’ve had literal convo’s on how Shattrath would be such an awesome RP hub! While I wouldn’t be ready to become the main host myself, I could definitely help and try to find ways for my characters to help a hub like this grow.

Having seen some people express interest in using Shattrath as a neutral hub, I decided to host my upcoming event there if anyone would like to check it out!
Best way to get folks going someplace is just to start hosting things, after all.
Sadly Hearthglen has the Dalaran problem, it’s the base of a neutral order with their own code of honour etc. which doesn’t leave a very large window for traders/mercenaries/criminals. It also lacks an inn. As you said its success was very much tied to there being multiple argent/neutral order guilds that called it home.
As cozy as Hearthglen is, it unfortunately also lacks enough buildings to make much out of it - a town hall, an inn, a blacksmith and 2 towers dont allow for much.
Unfortunately for the current phase that everyone uses, the Dalaran Underbelly is half taken by the Rogue Orderhall and half taken by the PVP area which would leave players very open to being griefed.
I think the most difficult thing about making a true neutral RP hub for any and all races, is having somewhere to fit everyone, their expectations and wants!
It’s where it becomes difficult for places like Dalaran that are so often used for those of magical abilities, or using somewhere like Booty Bay that has the stigma and general aesthetic of pirates.
There’s also the good points in here that slice of life/low fantasy is going to be difficult to provide due to the point that most places that are low fantasy are usually cities like Stromgarde, Orgrimmar or even Gilneas. They don’t hold that big fantasy aspect that Valdrakken and Dalaran have.
Perhaps a travelling hub could be some sort of idea?
Or Kalimdor is likely the best place for a continuous place, the south in particular due to the lore of Kaldorei being so heavy on influence in anything above Ashenvale. Or maybe even something a little different like Bogpaddle in Swamp of Sorrows!
That’s a good solution for the low-fantasy goal. Travel and trade are pretty much the only non-magical ways people in this setting could converge beyond the normal limits of faction and culture.
I think that making a ‘true neutral’ hub is impossible. At what point do you cut enough corners to drain the entire soul of a place in the name of having the largest roleplay attendance?
The quality of a neutral roleplay hub isn’t in how neutral the neutral is, it’s in the roleplay. Trying to find a hub where every kind of character, no matter what they might be, would fit is an impossible task that wouldn’t even yield some kind of roleplay ambrosia, it’d just be mild for anyone looking for roleplay that has any idea of what thematic they prefer to engage with.
Booty Bay’s there if you want something more shady, free-form, coastal town, criminal or pirate-oriented. Dalaran’s there if your joy is in a neutral city with magical hijinx. Hearthglen’s there if you’re interested in being a do-gooder, themes about the Light, or if you enjoy Warcraft 3, so on.
Sure, one of these hubs might not draw as many people as the hypothetical hub where anything and everything goes in a hypothetical world where people wouldn’t find it boring compared to any other option, but it feels like a waste of a genuinely extremely well-varied setting to just try and compress everything into an odorless, tasteless version of a VRChat lobby.
tl;dr: Neutral is just a word that doesn’t even exist in-universe. Just find a thematic you like and create roleplay in a neutral place of that thematic, and don’t worry about the hypothetical ‘what-if-x’ numbers you would otherwise have.
