Naga worked with illidan but were never demon hunters

Likely because Naga are typically already powerful on their own, and are loyal only to queen Azshara who has other motives. People who became demon hunters were looking to acquire power to enact vengeance on the Legion, so followed Illidan.
Most who tried to become demon hunters did not survive. The lore around that is actually quite grizzly.
