Get a 4xx series chipset board - 3xx are false economy.
RX Vega 56 is a better card than 580… unless WoW isn’t all you’re using the machine for.
512GB SSD. HDD is so bad after we got accustomed to cheap SSD prices. As for GPU - new or used? With used you can get way more value (and some clearance on leftovers).
For Ryzen that’s kind of low.

For the whole set? Custom build could likely squeeze best performance but that would have to be a custom self made build. Like a B450/X470 motherboard, Ryzen 5 or 7 from 2000 series, used GTX 1070 or bargain on a Vega 56/64…
