It depends on whether you want to get to level 70 the fastest way or you want to take your time exploring the world.
If you just want to get to level 70 then Dragon Isles are your best choice.
If you want to level fast then Talking to Chromie and choosing Warlords of Draenor might be the fastest. The choice of expansion for Chromie time also allows you to use the dungeon finder tool only for that expansion.
What I like to do is to level few levels through each expansion. This way you are introduced to each expansion and can return later to clear more content if interested.
You start in the continent you are in, just go outside Orgrimmar and go in the direction you want. At around level 20 you can go through The Dark Portal to Outland and take a ship to Northrend. After level 30 you can go to a Cataclysm zone. Vash’jir is an interesting one because you are under water. Then you can do the introduction to Pandaria. After level 35 you can do the introduction to Draenor and build your garrison. After level 40 you can go to the Broken Isles and start the Legion expansion. There each class has its own Hall where you can unlock weapon transmogs and mounts only your class can use. After level 45 you can start the Battle for Azeroth expansion and open the quests there. Between levels 45 and 60 you can also go to the Shadowlands. After level 60 your only choice is the Dragon Isles so you will still visit them, but you would have seen many different places before that.
To start an expansion either talk to Chromie or pick its introductory quest from the Warchief’s board. Shadowlands can be started from a NPC in front of the bank.
As a Blood Elf you could take the long way round by doing this … from the bank in Orgrimmar look left and find the gates of the city, at the end there is a big red flag. Turn left and enter Pathfinder Den, click the first portal on the left to Silvermoon City, go into the Court of the Sun, up through Murder Row and find the Shepherd Gate. Turn right and hug the wall past the flight master cross the Dead Scar, turn right into Falcon Wing Square, follow the road out and journey to Sunstrider Isle.
Make sure the little button on the top of the mini map is set to Trivial Quests and start the Blood Elf quest line by completing Eversong and Ghostlands and when you are exalted with Tranquillien then journey to Undercity via the portal in Silvermoon City and go to Silverpine Forest and meet up with Sylvanas and start the undead quest line that takes you to the gate and Sylvanas’ death. Quite dramatic.
Just that you can do what you want in this game. You are your own master. It is a very very large world, and there are many many ways to progress. The longest journeys are sometimes the most rewarding.
Or you could rubber band it using DragonFlight. Have a nice day.

Yes, go to Dragon Isle to continue… you can chose to experience some of the other Xpacs later, while leveling Alts.
True but leveling your first character is more exciting because everywhere you go, you haven’t been there already. After Exile’s Reach which doesn’t really count because it doesn’t really fit in the game, I started a human hunter and visiting Elwynn Forest for the first time was one of the best experience I have had in WoW. I wish that character had become my main.
Unless they changed it with patch 11.0, there is no such thing as vanilla by the way, what you refer to as vanilla is the Cataclysm levelling experience.
I would actually recommend Legion or Dragonflight: the storylines are simple and offer plenty of fun content to do. If you are bored, when you reach level 40-50 go to Silverpine Forest and do all the questline: it is a ton of quests and you’ll rush the levels kind of quickly.
There is no point in recommending anything, since this is his first character he has no choise but going through Dragonflight, as this is the new standard starting point.
New players dont get to choose their path, not for the first character anyway.
Actually they do, the restriction to have one character at previous expansion level cap in order to use Chromie time was removed. And one can go freely to zones that scale to their level without talking to Chromie. The level range of each zone is shown on the map.
They should’ve removed the level requirement* for Chromie time, so yes, you should be able to choose any timeline even on your very first character.
That said, heading to the dragon isles for your first char might not be a bad idea
*I cannot personally confirm this, seeing as I have had a max level character since chromie time was implemented
It appears Dragonriding needs Level 20 though
i did a quest in ruby pool main quest line at lvl 18 named dragonriding and it unlocked dragonriding .further dragonriding talents unlock seems to require levelling above lvl 20
