Hello Alfonseman, I see this question you asked was already 23 days ago but if you do read this i hope it helps you.

At level 14 you can not yet play the war within you need to be Level 70 to get the starting quest and start exploring the new content. So play the old content until you reach level 70 and then go to your capital city and you should get the starting quest for the war within.
