Yea, well i just wrote what the class whould be like, the story is up for blizzard to make.
I respect your input but Outlaw is similar what you have created. Keep up the flow of ideas, iām not shooting this down. Itās too far atm from being a spec in WoW.

I like the idea for a new spec, but I would like them to add a new ability/finisher ability instead of a new spec, like 4 pistols chain combo in Assassinās Creed 4. Damage would increase with number of combo points and it could also be used for AoE/Cleave ability to damage nearby targets when used with Blade Flurry.
So it would not change the spec too much, but add something new for the spec.
However, if they were to revamp it completely, I would say bring back old Combat spec back, because I think it was much better than Outlaw, in my opinion.
