Because Blizzard hasn’t put the honor gear into world quests in quite a few years while it also being purchasable from a vendor, and this is supposed to be purchased with the tokens you get from the world quests, from a vendor.
So the odds of it being the same as the honor gear, is very, very slim. If it is, then it’s more likely that it’s instead of the honor gear. So if it’s instead of the honor gear, then it’s a problem.
I had tons of fun doing WPvP in BFA and I hope this is similar with all those attack points etc…
Unless it turns out you need this starter gear to upgrade it to honor and conquest gear. I doubt Blizzard is just going to let players farm honor gear fast in a week like some people think, could take months to get full conquest.
