Go to your account page, and check your transaction history.

If your latest transaction doesn’t show on that page, then your Bank never completed the transaction, and your money will be automatically returned to you in 7 to 28 days (exact time depends on your financial institution). No point in going after Blizzard in this case, as Blizzard don’t have your money. Your bank is holding it.
If the transaction does show on there, then yes, go after Blizzard.
