This is correct. The week before 8.1 is ideal, as this event is meant to prepare the kaldorei roleplayers for war. As we all know, we get the Darkshore warfront in 8.1.
It can very well be that 8.1 comes unannounced. Blizzard does not always give out release date for patches if at all, and if it comes without announcement beforehand, we'll make sure to update this thread once we settle on another date!
