No account-wide appearances from Korrak's Revenge Timewarped Badge Items

It seems that the transmog appearances obtained from the Korrak’s Revenge Timewarped Badge Items are not account-wide.

E.g. I bought the Frostwolf Legionnaire’s Cloak for 1 Mark of Honor and 20 Timewarped Badges with one of my characters (lvl 85, so the cloak gets ilvl 108). But the transmog appearance is only available for this particular character and not for my others (even those with higher character levels).

Can anybody confirm this?

When did you buy it? Does the item has a 2 hour refund timer? No transmog appearance shows on other characters until that timer runs out.

Ah, yes indeed. I thought I checked earlier today right after the timer has run out and still did not see it on my other character. I just checked again and now it is there! Thanks!
