I just switched to Kyrian from Venthyr on my holy paladin (because surprise you guys can’t balance anything)
And as I got to the covenant I clicked the “I already know how this works, fast forward to my soulbind” button.
After doing the soulbind quest I got ONE renown for a total of two with no new quests available aside from “Replenish the Resovoir” and “Return Lost Souls”
There is no command table anywhere and no way for me to activate it.
The quest log also shows I’ve completed 1/9 chapters and I have credit for chapter two and not chapter one wth?
Also if I’m meant to only be at renown two with quests for two more for a total of four renown (less than a freshly dinged 60 alt) because I changed covenant to be relevant, then that’s complete BS
Check if Polemarch in the Sanctum HQ has dialogue option to skip the first chapter.
I don’t wanna sound ungrateful or sarcastic. BUT. I did say in the OP that I did infact click that option. 
Update:
I saw a blue post regarding this issue from last week suggesting you log out in oribos and back in to fix the issue.
Didn’t work.
The post also claimed that this problem was fixed and couldn’t happen again. Guess that wasn’t true xD

That fix isn’t retroactive, meaning if you already skipped and don’t have credit the fix sadly wouldn’t solve your problem with the Chapter 1 not showing as completed, even when you’ve moved onto Chapter 2 like you have there in the screenshot.
Get in touch by making a ticket and the team should be able to get that taken care of.

Just to be perfectly clear on the chronological order so even the LFR raiders understand.
SIX days ago a blue post said the bug was fixed and would prevent any future character from getting the bug.
TODAY 2 hours ago I switched covenant and ran into the bug.
I guess the problem you encountered might require GM attention so I would make the ticket as queues are fairly long.
Updates:
Got the command table. Yay!
Got random renown from sources where I didn’t expect renown. Yay! (But could be better communicated so people like me don’t get frustrated as they change covenant)
Now all that’s messed up is the 1/9 chapters. But it’s not crucial, I think. So I can wait till a GM gets around to respond to a ticket.
