When I try to play as an alliance character, no quests or dungeons appear in zuldazar. How to figure this?
What sent you to Zuldazar?
You do go there to establish one of your three Footholds in Horde territory, and there are some quests associated with that. Maybe an hour’s worth. Is that where you are at? Were you sent to Zuldazar to estavlish a Foothold and can’t find the next quest?
But there are almost no regular Alliance quests in Zuldazar. Once you complete the levelling campaign and open World Quests, many of those are available, to Alliance or to both Horde and Alliance.
So, there is no dungeons in Zuldazar for Alliance ?, I just wanna do Glacial Tidestorm mount farm
Dungeons is a different question. All dungeons are available to both factions.
Glacial Tidestorm is a mount that drops from Jaina, the final boss, on Mythic difficulty in the Battle of Dazar’alor raid. It’s a very low drop rate. Maybe 1 in 100 or less.
Alliance enter Battle of Dazar’alor in Boralus.
You will need a character at level 70 or above to be able to survive on Mythic.

Right-click your name/portrait on-screen before you enter, and choose Raid Difficulty Mythic.
Even at level 70, it will take some practice and skill, and good gear. Level 80 with good gear would ofc be a lot easier.
It is likely that your first attempts will be difficult.
You can look on YouTube for videos about soloing specific bosses.
