So, Blademaster Telaamon is currently bugged and unresponsive in the shard im on with my char HolgerDK.

How are we gonna do the quest?

Same on Laughing Skull - have half hp and it says “Evade” whenever i attack him.

This problem should already be fixed by now. However if you would encounter it, please do report it in game from the affected character (Esc -> Help -> Submit Bug).

No it is not, still having this bug. I did report it, but how do I progress through the story when 2nd quest in it’s impossible to do so.

Edit:
/reload didn’t fix it for me.
Phasing to other shard through lfg toold didn’t either.
Turning on warmode did.

The solution I found which I take no credit for is to turn on Warmode that fixed it for me and it is still bugged on PVE Servers.
