Been like this for 2 day for me as well, American servers seem to be up and running but EU is down 
Shame. Luckily, we don’t have long left to wait before the release. 
But im trying to test build out on the SoD PTR for AQ40. I spent hours setting up my bars and macros etc just for the servers to go offline
