Im in the middle of the quest chain where you need the souls. So i don’t have a skip option unfortunately 
I think it’s a different npc that gives the option, try some of the others.

Are you sure you don’t have other quests you have not yet completed, like the Torghast ones?
I think i fixed it now. As you said, theres an NPC which let you skip the intro. Im kyrian the NPC name is “Polemarch Adrestes”

Im pretty sure you should have another quest to get the Redeemed souls from Torghast i think.
Imma try and go there. Hopefully it works!
Welp i can’t go to torgast since i haven’t completed the covenant specific torghast quest and it comes after the Home Improvement quest
Still stuck with same issue I am also half way through campaign before switching covenant, so can’t skip. No option to skip. So stuck with no quest and no way to get redeemed souls to unlock
My ticket has been in queue for almost 24 hours now. So hopefully i can give an update soonish.

was fixed for me: ) spoke to polemarch and skipped itne intro, received 5 souls.
