Ion, I’m disappointed. I miss Thal’kiel. I might not have been as vocal about it as the Hunters were, but I loved having my angry skull friend with me throughout my journey in Legion. I loved him ‘encouraging’ my summons to fight better, telling me about his past with Archimonde, and finally helping him overcome the shade. I was disappointed at the time that he didn’t comment on that in Mac’Aree, and I’m even more disappointed to hear that there are no plans for us to reunite soon.
I’m not the only one who liked him, am I? Please bring him back.

You can transmog your wep to the legion artifact and he still randomly talks to you, if thats what you mean

Hati and Xal’atath were readded as per the game’s story / quests and people were asking if this can be done for Thal’kiel too.
He does speak again now though if you transmog your weapon to the artifact weapon.
I don’t see why they’d bother adding in a quest to bring him back when you already had him.
Hati was gone completely hence the quest.
Xal’atath is going to be directly tied into BFA’s story hence the readd there.
Thal’kiel already speaks and is already shown to be with Warlocks. Adding a storyline to reintroduce him would just serve no purpose at this point.
