I have killed sylvanas of multiple difficulty this and last reset and neither got me any shard of domination. at this time i am still missing the shard of dyz and shard of rev. This has greatly impacted my raid performance
I don’t know much about the shards, as I don’t raid anymore, but wowhead says this:
You obtain Shards of Domination randomly off bosses in Sanctum of Domination. You will only receive shards that you don’t already have.
Randomly means you are NOT garunteed a drop. The second part of it suggests to me that if a shard does drop, but you already have it, you won’t ever know it dropped anyway.

Keep in mind that already socketed shards count towards your total as well.
I too am having problems with blood shards, I have the gear ready for them but the shards just won’t drop. I already have all unholy and frost but no blood…. wtf is that about?!
