I think this is an oversight. I play with my 3 action bars stacked on top of each other in the bottom middle of my screen. Only problem is the action button that pops up for certain things is hidden behind them, and there’s no way to move it in the UI. For example in Torghast when you get the powerup energy, the button to press it is hidden behind my action bars.

I believe you can move it, you need to move your action bars out of the way in edit mode first, then you will be able to see the box for the extra action button and move it, then put your bars back where they were.
That’s how I moved mine. Lots of things were behind my bars to start with.

As far as I know, this element of the UI can be moved. Try moving your action bars to select the button first, and if you’re still unable to do it, try disabling all of your addons temporarily.

There is a chance that you had the same issue I did i.e. trying to edit the place of the extra action button while you have some ability on it. The edit mode doesnt seem to allow for that.
Instead, when you dont have the button appear because there is no extra ability in this area, then go into edit mode and tick on the “extra abilities” so that the grid area that you can drag shows up. That way you could select and drag it where you want it to be as usual.

I know it’s late to add but people like me might dig old threads for info. Just a thought, check addons as well, today I learned that Kaliel’s tracker adds another extra action button that has nothing to do with the one implemented in game so entering edit mode for game default UI and Kaliel’s settings you’ll see 2 different layers for two action buttons. Whoever think it was useful, you’re welcome!
