I advise you to go to Classic > WTF > Config.wtf > SET WeatherDensity “3” (Open config.wtf in notepad, do not tick “Always use this app to open app files.”) and then Save after you’ve pasted that command at the bottom.
Load up WoW and wait for the weather cycle to kick in, and feel free to tell me if it helped!
I had SET weatherDensity “3.000000” and all settings on ultra all the time. Maybe I just wasn’t logged in long enough? Well, glad to hear that you guys have seen rain, so I guess it’s not an issue.

Yesterday the weathericon on my minimap showed it was night , but the sun was shining on the barrens 
This is a really triggering thing to nostalgic muppets but the Barrens was always brighter at night than in the day.
Alternatively, you can also do it in-game. /console WeatherIntensity 3 or something like that.
What? I had a whole night of rain in Loch Modan on ZT. I went to westfall grinded, then back to Loch, and rain rain rain rain, It deff works. Today its clear.
