Non-US characters not working with key bindings

So, the problem is that when I’m using non-US keyboard layout, all the characters that aren’t single-press on US keyboards cannot be bound and don’t work if they are already bound.

For example, keys such as:
<°öðæþ
don’t work.

I don’t feel like switching to US layout for playing, especially considering the fact that the game breaks when switching keyboard layouts and you have to alt-tab out and in to fix it. That, and the < key won’t work anyway, because it doesn’t exist on US keyboards, and it’s right next to shift and very useful in MMORPGs.

It seems like the game no longer recognises keys as keys, and instead recognises them as characters - basically, instead of seeing “the key to the left of right shift”, the game sees it as ‘þ’. This started few years ago and wasn’t fixed yet.

Also, F13-F24 keys don’t work after upgrading from Windows XP to Windows 7.

I am able to use <öäå without issues. I don’t have direct keys for the other letters you mentioned as I guess you use Icelandic layout. < is right of shift as well.

We had a bug causing this kind of problem a few months ago but it’s been fixed back then. For your case, it’s possibly caused by a Windows option.

Please go to Settings > Time & Language > Language > Administrative language settings > Change system locale, then disable “Use Unicode UTF-8 for worldwide language support”.

That works, but I often need that option to use some programs, and changing it requires a system restart.

That and F13-F24 keys still don’t work.
