Depends on the char, thou dragons or other epic looking mounts are mostly a no. As for tiers, simple mogs are advisable.
Edit: since you’re new, I suggest something simple to start with.
It’s a case by case thing, really. It also depends on your character concept—farmer Joe probably wouldn’t be riding around on a deathcharger for example, but a Death Knight would. The world is your oyster, so long as it’s something your character could’ve realistically obtained.
There’s arguments to be made about character power levels in roleplay, but that’s an entirely different can of worms—and not the point of this thread, I think.

largely people are not using the sentient dragons, those from the aspects, netherflight or similar, but proto-drakes and undead-dragons have a little more leniency.
Ultimately if you have a flashy mount, you probably also have a flashy story about why you have it.
so always ask yourself, how did my character tame this beast?
some people like to gather a group of friends or their guild and go on an epic rp event line (a continues story which unfolds over several rp events) to earn a flashy mount.
Seing as Dragon Riding will be a thing soon? I doubt it’ll matter at all much soon but ofc not everyone in Azeroth owns a dragon mount, you’d need some kinda reasoning behind why your char has such a mount, as for flashy armor and such? depends really, does it fit the char your making? for example, if your a basic ex sentry/footman type, chances are you wont going around decked out in some flashy af enchanted looking gear, if your an adventurer however or maybe more elite than a common soldier like a 7th Legion Vet? yeah sure thing, its whatever feels right really for you, no one can really give you too much fashion advise per se regarding mogs because everyone has different tastes.
Don’t let anyone tell you what you can and can’t do in-game. Nobody is greater or lesser than you in WoW, so don’t ever let people dictate your gameplay.
Use whatever armour set you’d like and whatever mount you’d like, however, be prepared for people to not want to take an interest in your character if your choice of mount or armour is far too ‘out there’.
If you’re stood with a set of armour that’s literally on fire, it’s within people’s rights to ask how you’re not being burnt alive. So if you choose something as flashy and crazy as that, have a good reason ready to reply; that’s half the battle.
It’s a game of swords, dragons and sorcery. So long as you can come up with good lore reasons as to why your character’s are who they are, then that’s good enough.

Hobo Ted riding a dragon is a bit ???
The same goes for flashy sets, does it suit the character you’re trying to RP as?
As people before me rightly said, it’s a case by case basis depending on what you play.
Paladins get to be flashy, your common Rogue would avoid that.
Dragons are still fully sentient creatures. So really our “Dragon Mounts” is more People of the Dragonflights coming to our Aid rather than “Heehee pet dwagon uwu”
In the end it’s a question of “does this make sense for my Character to have?”
