When trying to hand in the “On a Wing and a Prayer” quest, I noticed the NPC did not appear however the quest marker was still visible on my mini map. I looked arround and found that no NPCs were appearing in Transitus Shield either.
I thought this might be a phasing issue so attempted to the the quests in Amber ledge that take you to Coldarra however this did not work.
Is there anything i have failed to do? or is this a bug?
