You should be able to aquire most of them, yes.
By doing the appropriate content.
There’s transmog from the 4 Covenants.
There’s zone transmog. There’s dungeon sets.
If you’re looking for raid sets, then your best bet is to look for a custom group. There’s still people running them for drops.
They’re not really soloable yet (for most people anyway), nor have the loot tables been made legacy yet.
