Old One Eye's Cowl Cannot make into set item

I’ve tried to make [Old One Eye’s Cowl] into [Weyrnkeeper’s Timeless Dracoif] and it is greyed out also I cannot selected it in the dropdown, I have 4 charges left.

Is this a evoker problem ? or a general problem with other classes?

The Old One Eye’s Cowl (Leather Head Armor) can not be transmogged with the Weyrnkeeper’s Timeless Dracoif (Mail Head Armor). items have to be Cloth to Cloth, Leather to Leather, Mail to Mail, Plate to Plate. Unless the item is marked as being cosmic.

oh god, I didn’t notice untill now that the item is a leather and not mail
