It’s more that a drummed up fervor that any vaugely suggestive content equals a potential child abuser who must be named, shamed and removed from the server leaves an open door for the hysterics who equate “well shaped legs” and “romance - yes” with the same.

If we look at it from the lore perspective only, I doubt heavily that anyone would make comments of the clothing of someone else. (Or are there any quest / lore examples? None come to mind but I don’t know all quests in WoW)
A character could probably run around naked in SW and only the guards would ask what is up with that and nobody else would bat an eye.
if we took it all IC only, both males and females could run around naked, nobody would care. Instead people try to bring their opinions into roleplay, where no equality reigns. It’s either ALL can run around topless or nobody can. Now we can argue that female characters in Warcraft have modesty and all, that’s all fair. They know to not run around naked because “that isn’t lady-like”. Now you might argue that this would still imply some male characters advantage because they can wear no shirts and such. But I simply think that the people in the Warcraft universe behave extremely stereotypical. Ladies = ladies and men = manly men. Or maybe they reaaaaaaally just don’t care and clothing yourself fancy is just a thing among certain races / rich folk.
In a perfect world (of warcraft roleplay) it would be that anyone can wear whatever and nobody will get any dumb comments.
I think I had one character with the relationship thing set to “yes”, it was a male character. I never got any comments or such. So there is clearly something going on here when a male character has it set to it opposed to a female character.
Also I think you’re right, the intentions of people are different. Some see it in a wrong way.
Seeing a female draenei that isn’t in a relationship with another female draenei that is 99 kilometers tall is surely a nice thing to see.

On the opposite end you got people using Noggerfogger/Pygmy Oil and have their character from a race that is generally tall, be like 3 feet and written as “shorter than her kind”.
In a similar vein - Nelf characters that are like, 5’2

Even a short nelf would be like…taller than the average human.
If you want to be shorter, play a short race!

Nothing immerses me more than a 10 foot tall draenei / worgen female.
Pretty bad, those are the same type of people who also think that clothing is giving intentions.
I’ve gotten whispers from IC friends before: “What are you doing in the Garrison? ” while I had a small event there for a few people.
I dread going into the Garrison even for content. At this point it’s similar to Elwynn Forest and I can’t shake away the feeling of “someone might think something wrong”. It’s similar to the mageweave thing.
I used to get that almost daily, one of my guilds had their headquarters based there

The Alliance one especially is just a really nice place, and I’d like to use it some more - back when the server was lagging a lot in SW with pre-patch and I had some RP appointments that’d take place in SW, used the garrison instead. It was a very good solution but I felt the need to set myself to offline because I could already see the “dae what u doin in garrison!! lol!!!” messages coming in, like come on
