The gates mouth is closed and I can’t get in.
If I recall, you need to do a quest line to attune to the raid to enter. This for classic. Modern/ retail it was removed. Look On wowheads where to start the quest in badlands for classic.
I’m on Retail, it should be open.
It should. They removed the attunement for retail years ago. Check wowheads out anyway to confirm, maybe you are still required to do the short quest, but I know you no longer need the locket.
I’ve done it a few years back the last time and there wasn’t any requirement at all to enter. No quests, nothing. So I really think it must be a bug.

You should be able to open the gate with just a click
If not, fly up high just near the gate and dismount to fall to your death
Walk through it as ghost and resurrect.
It should work.
