As of now operation shield wall valor ring and presumably the other rep locked valor items of base ilvl 496 from operation shield wall faction cant be upgraded. This is hopefully a bug as 496 ilvl item that cant be upgraded has less performance potential then 489 ring that can be upgraded twice as 489 ring will therefore have max ilvl of 497. Hopefully this will be fixed ASAP and these items are made upgradable as i just wasted 1250 valor for a ring not even thinking it couldnt be upgraded cuz whats the point of a P2 valor ring being weaker then P1 valor ring. Grazy stuff, pretty annoyed.

Came on the forums to see if anyone else had this issue, in my opinion this has to be a bug or oversight. Without upgrade levels the Shieldwall ring I bought is a downgrade on my current ring from the Golden Lotus rep vendor.

y im sure they are meant to be upgraded no way they arent lets just hope Blizz actually sees and reacts to this, i recommend you do a bug report too, to make the issue more seen.
Just bought the ring, equiped it and got stunned… As i see 496 boots for revered are also non upgradable. So what’s the point of such gear from P2, when we have full 489 fraction gear from P1 + 2 upgrades makes it 497. Just another funny moments from blizzard. I’m not surprised by anything anymore. Best investment of 1250 valor points - checked.

I know it’s some years ago, but didn’t you use honor or conquest points to upgrade it?
Being phase two is a pvp phase, valor or justice points would not make sense

nowadays pve gear we upgraiding with justice and buying pve epics with valor. honor and conquest are only for buying pvp stuff (or exchanging to justice) cos pvp gear can’t be upgraded

Credit where credit is due, Blizzard has fixed this issue. As of today morning i noticed that the operation shieldwall items have 0/2 upgraded option. I tested this as well with the band of shieldwall that i had brought and with 2000 justice points it correctly upgraded to item lvl 504.
I bought a valor ring thinking it could be upgraded, when I realized that it was not, I vendored it. Then with these fixes it is now an upgrade and I’ve tried restoring it, but now it is bugged out instead and is not being sent to my mailbox after 3 restore attempts. ~4 day wait for a ticket right now. Thanks Blizzard.
In case anyone else already got rid of a item from shieldwall rep. Some info below that might help.
If you vendored it without equiping it / binding it to your character it gives full refund of the valor to your character and cant be restored as you could just re buy it.
If you brought it and bound it it should be able to be restored from the item restoration self service in trade for the gold you vendored it for. If you cant find it in the restoration service i recommend double checking your inventory and bank that its not stored in there, if not it might be that your restoration service is bugged / broken and sadly i cant help with that. In addition i dont know if Blizzard will take action regarding items not found in restoration service.
Also when using restoration service make sure your character is logged off because being logged in can break restoration service, as well as server transfer, faction transfer, etc basicly any game service so its better to be safe then sorry.
