Just wanted to thank Blizz devs for the Outlaw rework.
It’s a huge step in the right direction; removal of Crackshot BtE spam, Ghostly Strike and heavily reduced emphasis on Vanish as a cooldown (come on guys, commit, just get rid of Take 'em By Suprise!) are huge.
I can see a lot more interest in Outlaw (and rogue across the board) going forwards with the emphasis on simplified gameplay.
Really looking forward to playing the new Outlaw soon!
How is Ghostly Strike being removed a good thing? That’s a part of our burst, outside of that we don’t have a way to do increased damage to a specific target.
Crackshot talent going and Vanish being more defensive now I agree are 100% fantastic, Roll the Bones change seems good but will have to see how it plays. Guess we’ll have to wait and see how the Apex talent plays out. But I’m not finding all the changes good for Outlaw.
I need to make an amendment. I have just gone back through the alpha notes with fresh eyes and I’m admitting I was wrong and jumped the gun a bit.
I still think OP is wrong when he say’s to get rid of Take 'em By Surprise. We need this talent for some bonus haste as Outlaw is and will continue to be a Crit stacking spec it seems.
Where I was wrong was with Ghostly Strike being removed, while it is, the bonus damage is being baked into Adrenaline Rush, this is a change I like as it means we don’t waste GS anymore on say a Pala who bubbles it off. We can just swap target during our burst and continue to pump, all good in my eyes.
Between the Eyes seems to me that it’s going to become the most managed CD and our bread and butter going into Midnight. It’s got a lot of modifiers being baked into it, and some of the new talents are really leaning into it over other abilities. With regard to the new talent Deadly Pursuit I think placing it in the tree so it becomes a choice over other utility is wrong, this is going to be a mandatory talent for Outlaw and should be placed in the tree accordingly, I don’t see any Outlaw Rogue not taking this talent come Midnight.
I don’t like the reduction of Energy Regeneration to Combat Potency talent as it currently helps us to stack more Crit over Haste. But, giving the changes and the simplification happening this may play out differently then how it reads on paper.
Now the big one, Killing Spree and Blade Rush. If we take them as they are currently by their tooltips then the changes being made going into Midnight is going to make them equal in terms of damage. Killing Spree at present (on my tooltip at least) shows 6.1mil with 7 combo points, reduced by 60% takes it to 2.44mil. This can be used (baseline) every 3 mins. Blade Rush at present shows 274,295 to primary target (which is my main focus here for the example) increase by 200% and it now does 822,885 on a 1 min CD. So you can get (baseline) 3 Blade Rush to 1 Killing Spree which will be 2,468,655 or 2,440,000 damage respectively. Given that Killing Spree damage (in PvP) can hit totems and pets, I can 100% say that if it goes live that way and works number wise in game as it does on paper I will be taking Blade Rush over Killing Spree at all times.
Overall I’m thinking Outlaw might be a very nice specc come Midnight and I’m looking forward to continuing to main it.

With GS I just don’t like how it’s mostly baked in to other abilities using macros for the most part, I think in PvP you are going to be thinking a lot more about when you are pressing this but otherwise it is just not an interesting ability.
A small thing, most folks don’t care about, but the ghostly blue of the spell effect just doesn’t mesh with the flashy yellow of most Outlaw abilities. Small thing as I say but I won’t miss it.
I’d also love to see more Blade Rush play. I hope it’s tuned well for PvE and worth a pick; I love the mini charge, the swirly spell effect and the AoE utility/Blade Flurry synergy feels good!
IDK I love current outlaw and it’s the only reason I’m playing this game. Everything else seems slow and sluggish.
If they simplify it and slow it down, I really really need to see our abilities hit hard outside of subterfuge. But knowing Blizz, they will over nerf and under deliver, PvP - wise, we will lose a lot of control but won’t gain anything.
Really hope Outlaw scales better in Midnight. Playing Outlaw in Legion Remix makes you realize how the damage just doesn’t go up despite astronomical stat increases.
