This is not just a tooltip bug. It doesn’t show up on weapon’s tooltip after or during the craft but I even tested out and there’s no proc at all. I have multiple types of gems equipped, of course.

I can confirm that there is currently a bug affecting this item, and that our developers are currently working on a fix for this bug. It’s currently planned to be fixed in next patch (10.0.5).
