What is off is the absence of synergy between sanctity and holy damage which is not impacted by +% holy damage.
Exactly, I could see 2 solutions. Keep their damage scaling off Attack Power but hard code them as spells so the benefit from Sanctity Aura and SotC debuff or give them both a spell coeffienct of 0 or 0.01 so they don’t gain any damage from Spell Power but will be recognised by the game as Holy Damage so our talents and abilities can benefit them.
In TBC Seal of Blood Judgement scaled purely from Attack Power and was counted as a Physical Attack but was also able to benefit from Sanctatity Aura and the Talent Tree. I don’t know how they could get it right with Seal of Blood but fail so hard with Martyrdom. Surely they could just copy the coding. I just hope they at least acknowledge this bug even if the state they aren’t going to fix it.

At this level it should be only increased the damage around 25-50 per Holy Ability (50-100 When Crits) so thats why I didn’t notice this until recently. SoM, Judgment and CS hits about 100 times when you kill a boss so when added together in a fight so we potentially could be losing out on something like (50x75) + (100x25) = 6250 Holy Damage if you have 25% crit.
Best case Scenario were doing around 6000 Holy Damage less than we could be because our Talents and Abilities are not working properly and thats around 10-20% of your total damage in a boss fight. This is basically showing us if Retribution didn’t have these game breaking bugs; it would be Middle to the Upper pack of the DPS specs right now. Instead of mindless buffing SoM over and over they really should just fix these bugs that are causing it to be weak in the first place and reaccess after.
