Killing the world bosses and rares today, and my paladin is getting MAIL armor and a GUN.
yeah i know you can get drops that are the “wrong” spec, but surely stuff you cannot use in any spec is broken?
“Super rares” and rares drop from a loot table where you can get anything on it instead of class/spec assigned loot. I believe this also applies to World Bosses.
Looking over the forums and reddit this doesn’t seem to be the only case and has been reported as early somewhat start of the year:

possible, but that looks more of an undocumented feature than an official reason.
my experience is that for every boss/rare/spawn i’ve defeated until today, i’ve received appropriate loot that my class can use (even some off-spec stuff that i won’t use)
today is the ONLY day i’ve received NOTHING but unusable stuff.
