I completed the achievment “Cyphers of the First Ones” and received the schematic for the Pale Regal Cervid in the mail. After turning in the quest at the Protoform Synthesis location for mounts, it does not show up as an option for crafting.
According to Wowhead this has been bugged since Dragonflight. Please fix Blizzard!

A fix for this is indeed underway, and should be included with the upcoming 11.1 content update.
Grats on getting the achievement done anyway, and hopefully it won’t be much longer now until you can get the mount as well!
