Remember when Mists came out there was a Pandaren guy, who leveled never leaving the starter zone.
Is it still possible that he is out there, leveling the very same Pandaren guy never leaving the turtle guy?

To my experience the faction choice is the very end of the Wandering Isle quest line, so boosting a level 1 Panda won’t do anything than making the char oneshot every mob on the isle. Questing is still required to get anywhere.
I’m pretty sure it will force a faction choice.
Boosting sends you to the boost/class trial airship, which you have to do before being sent to SW/OG (I’m pretty certain you’d have to choose a faction yo complete the boost process). If you could boost a neutral Pandaren I’m pretty sure people who are interested would have done so, it’s a small price to pay to save hours upon hours of herbing and mining.

Before you process the boost, you will get asked to pick the character’s faction. This is a feature only the pandaren have.
At one point people tried to start a community of those who never left but other than Double Agent I’ve not really seen much news about any of that.
One day I will actually bother to make a character for the US forums, and it will be a neutral panda.
If I’d thought about it, I’d have done that here, but I’m not going to abandon my post history now

He even has an NPC in the monk order class hall. Just running around mining and herbing.
