Penalize people who always decline or miss queue pop up

I’m tired of seeing every Blitz queue stop at 15/16 10 times in a row. I think if players constantly decline or miss the queue, they should get punished somehow. Maybe they can’t sign up for a while.

Give the same leaver debuff when failing the 3rd queue

And potentially wintrade (also in SS)

This is quite rampant in CN server AFAIK, not sure about western regions

That would ruin my Blitz premades. Do you want participation to sink even lower? No changes to the queue system!
