Their whole ideology is weeding out the weak (and the competition) to elevate your own power over the rest. A Sith who’s complacent with their position and doesn’t reach further has objectively failed as a Sith and is going to get dethroned by someone more ambitious.
I mean… Palpatine was pretty much Lawful Evil but not Chaotic Evil.

“Adhering to a code” is all that’s required for being D&D “lawful”, actually respecting the laws of a land (or galaxy) not so much.
Lawful Evil dedicated to the Sith Code is perfectly in line with the Sith power struggles of murdering each other for superiority.

The ironic thing is that (at the time of SWTOR), the way the Empire is structured is antithetical to the Sith Code. You could argue that it’s intentional on Vitiate’s part to build his Empire in a way where no one truly breaks their chains, since he made it against the law to actually murder and usurp your master. Murder is of course still encouraged, but covertly and with plausible deniability but this doesn’t forge strength, only deception.
The Sith Code isn’t a set of tenets like the Jedi Code is, but a road map for how to gain power and liberate yourself, with each step building on the foundation created by the former. But most Sith get caught in the loop of never having enough power to take that next step, so they regress backwards and go through the cycle again.
There was a fan video once about the Sith Code, building up the hype as they go through the Code, ending with the iconic “Through Victory, my chains are broken” and then Kreia pulls the rug out from under you by tying it off with “And then you will be broken.”
In the end, even when the Sith win, they lose. Their ideology is ultimately self-destructive; no Sith has ever broken their chains.
