I’m glad you mentioned low pop as a reference.
There are currrently 4 low pop realms in EU
HW
Ashbringer
Giantstalker
Jin’do
All 4 of these realms combined barely make up 100 active players (data taken from ironforge pro).
The next step up is medium population
Thekal - 3000+
Nethergarde Keep - 6000+
So in terms of population, we go from low (barely 100 on any realm) to medium (over 3000+ at the minimum).
The divide here is astonishing.
So sad to see that population of HW has gone much lower over past few months. I struggle to buy even basic materials from AH anymore 
The only way to get reasonable amounts of materials is through guilds only. But what are guilds going to do when population is constantly declining? Something has to be done! And free transfers to HW is definitely worth doing IMO.
Agree. The free transfers away from HW were ill-judged. Fully support this petition.
What about merging the low pop servers, who wants to move to an almost empty server.
Plenty of people moved here when FCM were available during pre-patch. (At a time that IFpro showed 0 active players).

The next largest server is medium, thekal, at around 3000+ active players.
Hydraxian Waterlords hit its peak at just under 2000 active players, its never been a high pop realm, and we were happy with it until recently that the pop went so low that even a 25man raid was not possible.
Well. As for myself I have no problem with paying the little sum there is to move to HW (as I already have done so) A free migration TO Hydraxian would be lovely, we need more RP’ers back here.
And yes, ofcourse there are also room for doing content aswell.
But basically I call for all you Roleplayers to come back and RP, we need you all ^^
